The primary purpose of this position is to plan, develop, administer, deliver, maintain, and carry out the full range of military personnel advisory services for the Center, including initiating, processing, and tracking military personnel actions. Organizational location of this position is: AFTAC, 709 SPTS, CCQ structured under the Mission Support Personnel Flight. Patrick AFB, FL

Duties

DUTY 1 - Provides Center, Group, Squadron, Flight Commander, and Directors as well as administrative personnel throughout the center advice, assistance, and direction on all military personnel functions pertinent to specific responsibilities within the Center. DUTY 2 - Performs Military Personnel Functions for the Center. DUTY 3 - Manages the administrative support functions of the Squadron. DUTY 4 - Exercises supervisory personnel management responsibilities over assigned Military personnel.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Employee may be required to work extended or other than normal duty hours to include evenings, weekends and holidays.
  • Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.
  • May be required to perform duty at an alternate duty location in the event of base closure due to weather and other conditions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of military personnel program administration to support operations and perform difficult and complex work assignments. Ability to apply knowledge and experience in military personnel technical programs and complex work assignments. Knowledge of analytical and evaluative methods and techniques to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of Center military personnel programs in order to meet strategic goals and improvements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION:I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your official transcripts. OR COMINDATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of DoD, AF, ACC, and 16 AF military personnel policies, programs, procedures, rules, guidelines, publications, AFTAC mission, resources, training methods, etc. 2. Knowledge of interrelationships of military personnel programs sufficient to properly advise services members and refer members for assistance and for technical problems solving. 3. Skill and ability to operate military personnel automated systems including MilPDS, AMS, BLSDM, vPC, Leave Web, AFPAAS, personal computers, and software employed, in order to make reports, correspondence, and extract data. Skill in performing research through the AFPC website related to military personnel functional areas. 4. Ability to analyze facts, data, and products to identify problems, report findings, make conclusions and recommend corrective or appropriate action as well as to determine adequacy of training programs and/or deficiencies thereof and interpret military personnel policies governing personnel programs. 5. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, ensuring cooperative resolution of conflicts, and to provide effective coordination of activities. Ability to express ideas and concepts orally and in wiring, and to ensure understanding and acceptance of findings in reports. 6. Ability to plan, organize, and supervise the functions of a small to medium sized staff comprised of military and civilian personnel PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
