The primary purpose of this position is to serve as the Chief, Mission Services Division at a Center Headquarters, responsible for formulating program goals, plans and policies for the division and directorate. Plans, develops, and directs all Services Division activities including Human Resources, Workforce Development, Targeted Recruiting, DEI&A, Integrated Resiliency, and other mission services.

Duties

Plans, organizes, and directs the activities of the Mission Services Division. Exercises supervisory personnel management responsibilities. Represents AFTAC's Mission Services Division with a variety of organizations. Provides management, oversight, and leadership to the Mission Services Division. Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for longrange planning to enhance the management support capabilities of the Division.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.

  • This is a TERM position NTE 31-Dec-2025. The individual selected for this position may be extended or made permanent after two years of successful continuous service without further competition.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of large, complex organizations that provide communications support (computer network, email, telephone, etc.); contracting; meals; lodging; recreation; building, utilities, road, and grounds maintenance and repair; as well as other functional support to large installations with many buildings, facilities, roads, and acreage. Knowledge of safety and security regulations, practices, and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and experience in Personnel, Workforce Development, Human Capital Management. Demonstrated ability and knowledge of Human Resources and Manpower disciplines. Practical knowledge of Talent Marketplace disciplines is required. 2. Ability to plan, organize, direct, and manage staff and carry out all phases of personnel management responsibilities. 3. Knowledge of AF Human Resources concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities that deal with a highly educated, technically oriented workforce and to resolve a myriad of personnel issues within a complex security environment that may be uncommon to other organizations. 4. Ability to effectively organize and analyze information, produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings, resolve conflicts based on mature judgement, experience, and recognized professional standing, and effectively advocate for a position. 5. Skill in establishing and maintaining effective relationships, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to work with peers and superiors; must have the ability to communicate effectively, both orally and in writing. Frequent interaction with DISLs/DISESs, Flag-Officers, high ranking dignitaries, and other distinguished visitors from other government agencies. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
