The primary purpose of this position is to serve as Chief, Manpower, Personnel, and Reserve Affairs at a Center Headquarters, responsible for formulating program goals, plans, and policies for the mission. Organizational location of this position is: ACC, 16AF, Air Force Technical Applications Center (AFTAC), Strategic Plans and Programs and Requirements Directorate (XP), Patrick Space Force Base, FL

Duties

DUTY 1 - Plans, organizes, and manages the activities of the Manpower, Personnel and Mission Support Services complies with legal and regulatory requirements and meets customer needs. DUTY 2 - Exercises supervisory personnel management responsibilities. DUTY 3 - Represents AFTAC with a variety of installation and/or functional area organizations. DUTY 4 - Provides management, oversight and leadership to subordinate division personnel.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.
  • Advanced academic degree and/or completion of Senior Developmental Education is highly desired.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of several professional or administrative fields in order to generate and develop new hypotheses and theories: Air Staff Guidance/Memorandums, Joint Doctrine/Directives, and multiple AFIs, Policies, MGMs, and other guidance. Applies new developments/theories to problems not susceptible to treatment by accepted methods; makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Mastery knowledge of strategy formulation with emphasis on environment assessments and the use of measures to assess both effectiveness and efficiency of plans and programs to achieve objectives. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Manpower and Personnel functions, including Reserve Affairs experience. Knowledge of Manpower and Personnel operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed. Practical knowledge of Command Screening Boards, Talent Marketplace, and other special officer assignment programs is required. 2. Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of an organization through subordinate supervisors. 3. Knowledge of Federal and AF Human Resources concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities that deal with a highly educated, technically oriented workforce and to resolve a myriad of personnel issues within a complex security environment that may be uncommon to other organizations. 4. Ability to effectively organize and analyze information, produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings, resolve conflicts based on mature judgement, experience, and advocate for a position. 5. Skill in establishing and maintaining effective relationships, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to work with peers and superiors; must have the ability to communicate effectively, both orally and in writing. Daily interaction with DISLs/DISESs, Flag-Officers, high ranking dignitaries, and other distinguished visitors from other government agencies. 6. Knowledge of security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
