This position serves as a Program Specialist in the Eastern Colorado Health Care System (ECHCS) Virtual Health Program by directly and substantively supporting the management of operational components of the ECHCS Telehealth Scheduling System (TSS).
Duties
Duties include, but are not limited to:
Primary ECHCS point of contact for both the Telehealth SharePoint and TSS and will provide training, guidance, and support to system end-users across the ECHCS telehealth enterprise.
Develops and maintains processes to audit TSS and SharePoint data to ensure it is current and accurate by checking if data cross-references to other databases and fits naming conventions and reports audit results to VISN and Facility leadership and to end users, to ensure compliance.
Provides support with the establishment and/or control of ECHCS telehealth program data and records including Microsoft SharePoint, the primary database and sharing instrument for the ECHCS Virtual Health Program.
Accurately collects, enters and manages data, including both patient data and program data, and enters required data into the TSS database in a timely fashion.
Coordinates SharePoint and TSS end-user training with the VHA CVT National Training Centers.
Collaborates with ECHCS staff members to develop and maintain a database for tracking and receiving of equipment.
Maintains and revises the office filing system; collects program information from facility leads and staff, enters it into electronic information systems, which include Microsoft Access Database, Microsoft SharePoint, and TSS and compiles reports of the data as requested by VISN and facility stakeholders, through the VISN CCT Program Manager.
Designs and maintains a virtual process to ensure remote user access and necessary user screens for CCT users to ECHCS sites.
Performs administrative or technical duties associated with developing, revising, maintaining, telehealth initiatives and programs.
Provides technical advice and assistance to ECHCS Virtual Health Staff regarding clerical and operational aspects of telehealth program management.
Responsible for program development activities, soliciting, determining and tracking the needs and expectations of customer groups utilizing telehealth clinical services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:00 a.m. - 3:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For the GS-09 position you must have served 52 weeks at the GS-07. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees.
You may qualify based on your experience and/or education as described below:
For GS-07, Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as primary ECHCS point of contact for both the Telehealth SharePoint and TSS; providing training, guidance, and support to system end-users across the ECHCS telehealth enterprise; independently carrying out recurring management and/or program analysis tasks or assignments; maintaining established records of management or program analysis data and reports; providing standard explanations of procedures and requirements; identifies clear errors in data, and compiles management or program analysis data into prescribed formats; extensively uses a variety of software programs including the Microsoft Office Suite, VA Telehealth Scheduling System (TSS), VA VistA, and communication tools such as MS Outlook to accomplish tasks. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. OR,
Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing methods, approaches, or procedures to support the organization of Care Coordination Telehealth programs, initiatives and projects; communicating, both orally and in writing, to make presentations, develop, explain and defend recommendations; representing the CCT program and assigned program areas; providing guidance and advice to VISN and facility CCT program administrators and users; preparing reports; modifying standard practices, precedents, and techniques and adapting systems, or making significant departures from previous approaches to similar problems or projects; evaluating, selecting, and adapting precedents to meet Virtual Health program needs; and applying standard practices of other fields and disciplines as they relate to telehealth. Gathering, assembling and analyzing facts and devising necessary solutions for implementation of TSS programs; using a variety of software programs including the Microsoft Office Suite, VA Telehealth Scheduling System (TSS), VA VistA, and communication tools such as MS Outlook.

Physical Requirements: The work is primarily sedentary but duties and responsibilities may occasionally require running errands and/or lifting small packages of 15-20 lbs
