Duties
Review and analyze data related to annual budget submissions and reimbursable funding actions.
Review and analyze data related to annual budget submissions and reimbursable funding actions.
Provide advice, assistance, analysis, and information to financial managers regarding accounting, reimbursable accounts and general budget functions.
Identify sources of reimbursable earnings and ensuring accurate billing, collection, deposit, and reporting of these earnings.
Advise the MSA Supervisor of unusual trends for non-payment by insurance companies and provide input to the TPCP Supervisor for analytical and evaluative methods to improve the MSA.
Determine when accounts are uncollectible, prepare debt packages, and transfer uncollectible accounts to the appropriate Finance and Accounting Offices for collection.
Create spreadsheets and data files for recordkeeping of reimbursable accounts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position requires the incumbent to have tuberculosis testing.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 1 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing assistance to assigned areas on accounting, reimbursable funding, and budgeting functions; analyzing financial documents, budget submissions, reimbursable funding actions and preparing a variety of spreadsheets; and executing financial management automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You must attach a copy of your transcripts with your application package.
