Duties

Formulate budgets to support plans, programs, and activities. Review and evaluate budget requests. Develop, determine, and interpret budgetary policies and practices. Analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. Implement legal and regulatory controls over approved budgets. Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. Determine when accounts are uncollectible, prepare debt packages, and transfer uncollectible accounts to the appropriate Finance and Accounting Offices for collection. Supervise and assign work to subordinate personnel, observe work in progress, and conduct review of maintenance of records.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• This position requires the incumbent to have tuberculosis testing.
• This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 1 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing advice, assistance, and analysis to assigned areas regarding accounting and budget functions; analyzing and reconciling cost account ledgers; and examining documents, records, and accounting/budget reports to ensure compliance with policies, operating procedures, and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance. (NOTE: You MUST attach a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
