You will serve as a SUPERVISORY PROGRAM ANALYST (RESOURCES AND ASSESSMENT) in the Public Works Directorate, Resources and Assessment, PW1, at ECH IV level of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will compile information needed to complete reports recommending improvements to program operations. You will identify developmental needs of employees to improve employee performance. You will analyze mission requirements to identify problems. You will propose initiatives to improve an organization's effectiveness or efficiency in meeting tasking requirements. You will coordinate continuous process improvement (CPI) activities to promote efficiency of operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing navy financial systems including CFMS/SABRS or ERP; 2) Performing all aspects of the NAVFAC Funds request, processing and management including private party; 3) Utilizing NAVFAC funds tracking tools i.e. (IeFacman) and MAXIMO; and 4) Leading teams through difficult issues and/or creation and implementation of new process requiring significant change.
