You will serve as a Supervisory Financial Division Director (PAPM-BFM) in the Shipyard Infrastructure Optimization Program Management Office (PMO 555) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as the Business and Financial Division Director responsible for providing management, oversight and overall execution of PMO 555's business, financial and operational requirements. You will serve as the Business, Financial and Operations authority for the NAVSEA Shipyard Infrastructure Optimization Plan (SIOP) program management office. You will be responsible for the supervision of the business and financial staff in the day to day execution and reporting requirements for a major acquisition program. You will resolve problems and obtain clarification on any and all aspects of business, financial and the operations of the program office. You will be also work with senior managers across multiple organizations (e.g. NAVSEA headquarters and field activities, CNIC, NAVFAC, OPNAV, etc.) to develop program measures of current and future operations You will develop internal guidance and processes in relation to the execution of financial resources. You will utilize the DoD 5000 regulations to govern the DoD acquisition process as applied to assigned acquisition programs. You will oversee execution of documents and reports; checks for accuracy and consistency of data. You will review and approve input for budget exhibits and budget justifications for submittal to the Navy Comptroller. You will brief senior managers on program execution and makes recommendations to correct program variances or problem areas. You will promulgate approved financial management policies within the organization based on DON policy, and develops and issues implementing procedures.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing oversight and management of program financial execution of various DoD appropriations utilizing the DoD Planning, Programming, Budgeting and Execution System (PPBES) process.
