The Supervisory Support Services Specialist position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Administrative Services Division (ADM). The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.
Duties
This position will report to the Chief of the Facilities and Property Management Branch (FPMB) in the Administrative Services Division (ADM), Facilities and Security Office (FSO). The FSO is seeking a self-motivated Supervisory Support Services Specialist to serve as a section Chief. The incumbent will be responsible for managing the five-person building service and government personal property teams, building services program, parking program, and Thurgood Marshall Federal Judiciary Building Service providers as well as the government personal property program. The ideal candidate must have experience in the business of property disposition, planning and implementing total property management system; and instructing and monitoring disposition of surplus property.
The duties of this position include, but are not limited to:
Managing the building services staff and government personal property teams.
Managing administrative functions of the FPMB including building services, parking program, and managing accountability of system-controlled personal property.
Coordinating procurement actions including contracts and purchasing of equipment, supplies, and service providers (cafeteria, child development center, fitness center, and credit union).
Administering the FPMB's personal property disposal program; ensuring formal accountability when receiving, sorting, and issuing property and equipment; and utilizing an automated system for property management.
Overseeing preparation of property disposal in compliance with local, state, and federal regulations; and disposing of property through reutilization, transfer, donation, sales, abandonment and/or destruction or removal.
Developing recommendations for improvement and/or to correct deficiencies; and collaborating with various agency offices, tenant agencies, and contractors.
Advising management on property management laws, regulations, guidelines, policies, and procedures; and providing section strategic planning, policy, and procedures.
Overseeing the delivery and/or execution of furniture related to customer projects including space alterations, modernizations, and furniture replacement and repair.
Maintaining detailed knowledge of federal and judiciary regulations and policies pertaining to the government personal property inventory reporting.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Providing expert advice and guidance to management officials on building services and personal property programs;
Preparing written correspondence and policy development regarding personal property management; and
Researching and/or analyzing uncommon administrative issues, problems, or program requirements and providing recommendations for improvement.
Highly Desired:
Experience in the business of property disposition to include principles of receiving and reutilization;
Planning and implementing the total property management system; and
Instructing and monitoring disposition of surplus property, and disposition of property through reutilization within the government or sale/donation.
