The primary purpose of this position is to serve as a financial and budget analyst for Non-Appropriated and Appropriated Funds. Provide guidance in the development, analysis and review of quarterly and annual NAF and APF budgets; review actual financial results; analysis and evaluation of the financial operations and internal control functions of each NAFI and Cost Center; serve as primary Resource Advisor for the Services Squadron.

Duties

Performs written analysis of financial data, identifies favorable and unfavorable conditions and trends. Prepares and manages the operating budget for the Services Squadron responsibility center aod subordinate cost centers. Conducts analyses, reviews, and special studies of the accounting procedures, NAF and APF budget processes, IMP AC and government travel card programs, status of private organizations, and internal controls by Services Squadron cost centers. Provides advice, assistance, and guidance to activity managers in the development, preparation, and review of the NAF requirements/expenditures budgets, income and expense budgets, and cash flow budgets. Reviews accounting procedures and internal controls to identify and resolve problems.

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge financial principles, generally accepted accounting principles, theory, and techniques necessary to perform various qualitative and quantitative analysis for the purpose of conducting projects and studies to improve fiscal operations of numerous Services activities and knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJ COM, and installation guides, which apply to, assigned budget accounts ( e.g., organizational components, programs, services, object classes, and/or line items) to perform and advise on NAF and APP budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at higher echelons. OR EDUCATION: Applicantshave successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of government (NAF&APF) accounting principles and practices, methods, techniques, laws, regulations, generally accepted accounting principles (GAAP) and standards. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets. Knowledge of computer operations and the skills to input and retrieve computer produced financial management products and other system data. Ability to adapt computer programs and manipulate databases to produce required reports used to accomplish budget/funding tasks. Skill in analyzing accounting systems or in modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems. Skill in relating entries in the budget to the mission, structure, goals, work processes and programs of support activities/organizations. Ability to gather, assemble and analyze financial data and sources of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data; AND Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
