This position is organizationally located under the Chief, Medical Service and bears responsibility for all functions regarding inpatient medical services and numerous functions for the provision of outpatient and primary care medical services. These Medical Service duties are administrative in nature and involve coordination throughout the entire Medical Center.
Duties
Effectively communicates the needs of the service and be able to elicit cooperation and assistance from various levels of individuals (including but not limited to employees of all services in the medical center, the UofL Department of Medicine, VA Headquarters, other medical centers, VA & community, District Counsel, patients and family members and top management). Medical Service and the incumbent's success of operation has a significant impact on medical center reimbursement, directly affects inpatient and outpatient care, employee morale and customer satisfaction. Many aspects of this position directly impact the designated performance standards set forth by the Network and VA Headquarters.
Serves as the principal administrative officer, coordinator, and preceptor for the subspecialty sections and all other clinical programs within Medical Service. Such coordination will require intercommunication with multiple medical center service chiefs and other subspecialty medical staff members in order to implement changes and establish new clinical activities.
Works closely with the University of Louisville, School of Medicine which has approximately 87 active members of the medical staff. The incumbent is expected to provide administrative oversight for the coordination of all activities in Medical Service including the outpatient components of medicine staffed clinics and primary care.
Provides support for and serves as the voice of the Chief, Medical Service. Coordination of services significantly impacts the provision of services in Ambulatory Care, Surgical Service, and all support services in the medical center as well as mandated performance measures.
Serves to assure a unified approach to maximizing patient treatment and Medical Center funding through effective resource utilization, modification of procedures and plans and that all services are appropriately provided for quality patient care. Makes concentrated efforts, by interaction with the physician staff, to avoid extended lengths of stay, reduce bed days of care, and decrease turn-around time for diagnostic testing provided by Medical Service to help meet the Network and VA mandated performance measures.
Provides administrative coordination with regard to patient health care planning, organization and management in alliance with various medical center personnel in order to achieve the medical center's mission and attain an acceptable level of performance. Such evaluation and advice will address both ongoing and new activities and will be either in oral or written form as deemed appropriate by the incumbent.
Initiates measures to ensure that appropriate medical procedures are performed on an ambulatory basis and that services are provided in a timely manner. Implements procedures to ensure that all procedures are entered into the appropriate data base for the most advantageous reimbursement resource.
Work Schedule: Monday - Friday; 8:00 a.m. to 4:30 p.m.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in engaging in analytical, financial, statistical, and quantitative problem solving and analysis; knowledge of medical center administrative principles, theories, and practices; resolves conflicts and/or problems; communicating orally and in writing to internal and external customers; researching various publications, manuals, handbooks, and policies; analyzing, extracting, tracking, summarizing, and compiling information for reporting and review..

Physical Requirements: The work is primarily sedentary, although some slight physical effort, such as walking, bending and lifting may be required.
