About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with Department of Army, Office of the Chief of Staff of the Army, G-2; Counterintelligence, HUMINT, Security Foreign Disclosure Directorate located at the Pentagon, Arlington, VA.
Duties
Serves as the Senior Policy Officer, Headquarters Department of the Army, Deputy Chief of Staff G-2, Foreign Disclosure Division, CI/HUMINT/Security/Foreign Disclosure Directorate.
Serves as the HQDA principal action officer supporting the day-to-day functions of the inter-agency National Disclosure Policy Committee (NDPC) and the Military Intelligence Disclosure Policy Committee (MIDPC).
Supports the Army acquisition community and associated Program Executive Officers, in approving the disclosure of classified military information necessary to consummate foreign military/direct commercial sales, and data exchange agreements.
Ensures that the proper balance is maintained in facilitating coalition operations requiring the disclosure of classified military information with the need to protect the overmatch capabilities of the U.S. Army.
Serves as the recognized Army authority regarding the tenets of the National Disclosure Policy and is a primary U.S. Army alternate voting member on the National Disclosure Policy Committee and the Military Intelligence Disclosure Policy Committee.
Develops, coordinates, articulates and defends all Army Exceptions to National Disclosure policy submitted to the inter-agency National Disclosure Policy Committee (NDPC) and the Military Intelligence Disclosure Policy Committee (MIDPC).
Serves as expert Army member on NDPC Site Survey Teams charged with evaluating ability of individual foreign governments to protect U.S. government classified information.
Responsible for policy oversight of all Department of the Army staff level foreign disclosure operations and activities which are worldwide in nature.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- In order to perform the duties of this position incumbent must be eligible for, receive, and retain a TOP SECRET/Single Scope Background Investigation (TS/SSBI),with access to Sensitive Compartmented Information (SCI).
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. Please see additional information.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
