The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benet Laboratories) collocated with a manufacturing facility (Arsenal).
Duties
Applies expert manufacturing operations knowledge and insight to high priority and sensitive management initiatives and issues supporting the Industrial Operations and Production Directorate.
Consults with, advises, and makes recommendations to arsenal operating officials, division chiefs, supervisory staff, and other installations on behalf of the director or deputy director.
Assists the director or deputy director with a wide variety of administrative procedures, reports, briefings, and communication to the workforce.
Identifies actual or potential problems, level of corrective action or preventive measures, and insures timely and efficient implementation.
Conducts special studies and projects on issues such as: organizational structure, staffing of personnel, internal controls, imposition of fiscal constraint, performance management, manpower utilization, distribution of work, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Position may require temporary duty (TDY) travel up to 25% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.

Specialized Experience: One year of specialized experience which includes: (1) Planning, organizing, and/or directing teams/work groups; (2) Conducting studies and/or projects where multiple manufacturing functions are involved; (3) Supervising or overseeing manufacturing and/or operational activities in a production environment; and (4) Formulating or managing operational expenses and/or associated purchases at a divisional level or higher. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
