About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Duties

Manages the directorate's industrial engineering aspects, designs and programming requirements and all associated maintenance and repair operations. Reviews operating instructions, quality reports and standards to meet ISO 9000 requirements. Directs the functions of the subordinate working groups of Production Planning and CNC Programming, Equipment Maintenance, Industrial Engineering, and Tool Management. Ensures the engineering team and other manufacturing departments work together cohesively. Oversees the development and implementation of manufacturing processes to maintain proper product functionality as well as cost efficiency. Participates in management studies, special projects, program management initiatives, as well as supports Lean and 6-Sigma methodology. Ensures project/department milestones/goals are met and that all subordinate organizations adhere to approved budgets. Reviews, evaluates and implements engineering changes and specification requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the incumbent to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • Position may require up to 25% travel (TDY).
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.
  • Position may be filled as a term appointment NTE 2 years . Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes: 1) Leading a large workforce that maintains manufacturing operations, production readiness, and other production mission support requirements; 2) Communicating with mission partners to effectively manage process planning, process improvement and efficiency, tooling design and procurement functions, machine maintenance activities, and production equipment layout/procurement; 3) Providing higher level leadership that ensures organizational stability and clearly communicates management objectives; 4) Analyzing impacts on overall production and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). You will be evaluated on the basis of your level of competency in the following areas: LeadershipPlanning and EvaluatingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
