About the Position: The Watervliet Arsenal is an Army owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States. It is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.
Duties
Serves as the manager of the Manufacturing Division within the Industrial Operations and Production Directorate.
Provides oral and written instructions and relies on incumbents to direct the accomplishment of assigned work operations within the limits of established policies and basic production requirements.
Is regarded as a top subject matter expert for the machining technology, assembly and inspection occupations, work operations and functions supervised at the employing installation.
Plans, coordinates and directs a variety of related work operations or functions through two or more layers of supervision and two or more branches, value streams, working groups or work shifts.
Directs the functions of subordinate value streams including but not limited to, Rough Machined Tubes, Finish Machined Tubes, Mortars (continued below)
Major and Minor Components, Surface Treatment and Finishing, Packaging and Preservation, Forging, Metal processing, and Final Assembly.
Requirements
- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee.
- Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: To qualify, your resume must reflect at least one year of specialized experience which includes: (1) Providing overall responsibility and accountability for the manufacturing production assets, personnel, and achievement of the production related business goals; (2) Preparing strategic and long-range planning on all phases of production management operations; (3) Improving manufacturing/production efficiency through continuous improvements such as: root cause analysis and corrective actions, analyzing and planning workflow, process improvements, and manufacturing/production area layout improvements; and (4) Monitoring and recommending changes to organizational structure to support workload efficiencies, Full Time Employee (FTE) allocations, supervisory ratios, and position management guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
