About the Position: Serves as the Director of the Customer Programs, Quality and Logistics Directorate at Watervliet Arsenal (WVA), responsible for the management of customer service, logistics, and quality resources of the Watervliet Arsenal and for the establishment, administration, and control of partnering activities (Public Private Partnering (P3) and Direct Sales) for WVA with synergistic customers and other business development activities.

Duties

Direct the execution of the Customer Engagement and Program Management Division which aligns all Customer Engagement, Marketing, Business Development, and Strategic Planning along with associated cost, estimating, and economic analysis into one area. Oversee personnel responsible for: serving as liaisons between WVA and the customer, analyzing customer satisfaction levels against WVA performance and lost orders and identifying opportunities for improvement. Direct the execution of the Logistic Management Division which is responsible for the acquisition, approval, requisitioning, warehousing, distribution, maintenance and surveillance of supplies and equipment necessary to the mission. Direct the execution of the Quality Division which is responsible for Quality Assurance, Quality Control and Quality Engineering and Planning. Monitor the interpretation and implementation of all directives and regulations issued by higher authority regarding assigned functions for propriety and effectiveness. Direct the execution of the WVA Strategic Plan within the CQL Directorate. Direct the analysis and implementation of logistical support procedures to ensure centralized operations designed to provide maximum efficiencies for the installation operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is subject to a pre-employment drug test, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 3 certification within 36 months of being placed on the position.
