The primary purpose of this position is to provide specialist support to site surveys, agreements, Memorandum of Agreements (MOA), Memorandum of Understanding (MOU) and long range planning.
Duties
Provides support to all aspects of the Air Armament Center Support Agreement Program.
Ensures appropriate resources are allocated in Support Agreements.
Provides support to AAC Site Surveys, Unit Beddowns, Realignments and Site Activation Task Force (SATAF) visits.
Initiates, monitors and executes the Eglin AFB Support Agreement database.
Works long-range planning projects that involve specified aspects of the Center's functions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience to the GS-09 grade level or equivalent in other pay systems. Examples of specialized experience includes planning, scheduling and executing Agreements, Site Surveys, Memorandum of Agreements, Memorandum of Understanding and Strategic Planning effectively and efficiently; Implementing new policies and procedures and conducting recurring security requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Plans and Agreements Specialist.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AAC and associate units to plan, schedule and execute Agreements, Site Surveys, Memorandum of Agreements, Memorandum of Understanding, Eglin Plans and long range planning.
2. Knowledge of numerous procedures applicable to the proper execution of agreements and the effect of the agreements upon expenditures of base resources to establish new ones and to effectively review those that currently exist.
3. Knowledge of security procedures and the handling of sensitive information associated with applicable staff functions.
4. Ability to communicate orally and in writing with all levels of installation personnel, as well as representatives from higher headquarters and other agencies.
5. Skill in applying analytical techniques and evaluation criteria to the measurement and improvement of functional effectiveness and efficiency.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
