Duties

Primary purpose of this position is to serve as a senior Eurasia campaign analyst (deterrence and assurance) and deliberate planning subject matter expert (SME) responsible for developing and interpreting U.S. policies and strategies underpinning operations to compete, deter, or defeat key adversaries and assure allies. Duties include: Develops comprehensive plans and prepares operations annexes that are fully integrated into command plans and theater support plans. Participates in policy development. Performs complete studies of major scope or large-scale projects covering topics related to deterrence, assurance, competition, and campaign and/or deliberate planning including plans synchronization with other Combatant Commands, Services, the Joint Staff, OSD Policy, other government agencies, and allied/partner nations modifying/adapting techniques to fit situations, some requiring innovative approaches. Performs duties as a senior Eurasia analyst and as assigned, a matrix team leader. Participates in command contingency planning operations and peacetime exercises that support adaptive planning at USSTRATCOM and other regional combatant commands.

  • The employee must be able to obtain and maintain a Top Secret and Sensitive Compartmented Information (SCI) clearance as a condition of employment.
  • The position is designated by the Air Force as a testing designated position under the civilian drug testing program. If requested, the incumbent must submit to urinalysis testing.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Employee may be required to work overtime and/or shift work when supporting 24/7 operations during exercises, war games, or actual crisis scenarios.
  • Work may require occasional travel away from the normal duty station on military or commercial aircraft.

  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology and political climate.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to strategic operational plans; mastery of deterrence theory, operations concepts, and employment tactics, techniques, and procedures; comprehensive knowledge of the military adaptive planning process; knowledge of processes and procedures for developing, implementing, and executing Campaign Plans and Operations Plans, to included in-depth knowledge of the Executive Branch, the Office of the Secretary of Defense (OSD), the Joint Staff, the Interagency and military command relationships; and knowledge of military doctrine and capabilities; deterrence and assurance theory; U.S and NATO policy, strategy, doctrine, and capabilities; and a deep understanding and cultural awareness of key strategic political, military, and economic systems and historical events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS- 12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of processes and procedures for developing, implementing, and executing Campaign Plans and Operations Plans, to included in-depth knowledge of the Executive Branch, the Office of the Secretary of Defense (OSD), the Joint Staff, the Interagency and military command relationships. Knowledge of military doctrine and capabilities; deterrence and assurance theory; U.S and NATO policy, strategy, doctrine, and capabilities; and a deep understanding and cultural awareness of key strategic political, military, and economic systems and historical events. Ability to postulate second- and third order affects as it relates to the execution of U.S. OAIs against global adversaries, allies, and partners. Ability to apply quantitative and qualitative techniques and to develop, adapt, modify, and apply models to solve problems or define and clarify alternative solutions for management. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations. Advanced knowledge of processes and procedures for the implementation and execution of war plans to include in-depth knowledge of the National Command Authority; Executive Branch relationships and agreements; and DoD, Joint Staff, and departmental structures and relationships. Ability to execute projects and/or studies within established financial and/or time constraints. Ability to organize and lead cross-functional matrixed teams of Joint Service, civilian, and contractor technical experts tasked to originate new ideas, projects, and methodologies and to design, build, program, and use models and simulation techniques to facilitate findings. Knowledge of and ability to implement the military adaptive planning process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
