This position is located in the Department of Homeland Security (DHS), Office of Chief Human Capital Officer. The primary purpose of this position is to ensure departmental compliance with OPM's Human Capital Framework requirements and DHS component offices. Applicants in the local commuting area with the exception of Veterans Employment Opportunities Act eligibles and Eligible Military Spouse Preference (MSP) applicants. Non-BU: This is a non-bargaining unit position.

Duties

As a Human Resources Specialist, GS-0201-14, your typical work assignments may include: Identify and advise leadership on how to improve areas of weakness in Human Resource (HR) programs. Designs and conducts comprehensive HR projects or audits in order to meet departmental requirement for the Office of Personnel Management (OPM), the Government Accountability Office (GAO), and Office of Inspector General (OIG). Review and audit delegated examining (DE) case files and Human Capital Framework (HCF) system policies and cases to ensure program compliance. Report audit findings and recommend improvements. Providing leadership, consultation, and guidance to the Department of Homeland Security (DHS) human capital program managers. Works with DHS and component Human Capital counterparts to provide policy guidance and overall departmental strategic plan. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Determining departmental compliance with the Office of Personnel Management's human capital framework requirements. Leading audits of operations and delegated examining unit, evaluating and auditing HR services for improvement. Designing and conducting studies or projects to ensure Human Resources program requirements and legal authorities are met. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
