You will serve as a SUPERVISORY MANAGEMENT ANALYST in the Ocean Engineering Dapartment of PSNS and IMF.

Duties

You will gather, assess, and analyze data, trends and indicators that allow for the most efficient use of manpower and funding in the execution of operations. You will provide management with objectively based information that will continuously improve the effectiveness and efficiency of the department. You will prepare budget estimates, budget metrics and engineering and production schedules to support Earned value. You will plan the work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will Identify developmental and training needs of employees, provide or arrange for needed development, and training. You will analyze and monitor long-range planning for technical support, determine what support is required, and ensure schedules can be met by the technical support planned. You will provides reports and advise management of forecast cost and schedule performance. You will prepare work packages to support meetings and conferences concerning waterfront and production support aspects of each projects’ applicable availabilities as required.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires exposure to high noise levels.
  • Random polygraph test is required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting studies to identify problems, evaluate alternatives, and develop recommendations for improvement to ensure the effectiveness and efficiency of program operations.
