Duties

You will oversee government technical specialists, engineers and scientists supporting various projects in the Division. You will plan, assign, and direct tasks; set performance expectations and evaluate employee contributions; approve leave; recommend discipline, awards, and promotions. You will provide training and technical and career guidance; resolve work issues; and provide administrative support for personnel and financial management. You will plan, acquire, manage and allocate resources to oversee and support a wide range of associated management and planning activities on one or more complex projects throughout the entire life cycle.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 Advanced Level within 12 months of appointment.

Qualifications

Your resume should reflect one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: monitor and oversee Department Systems Engineering Technical Processes or Technical Management Processes for Tactical Data Links in accordance with Defense Acquisition Guidebook, Chapter 4, Section 4.3. I 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interface with customers and sponsors to expedite the transition of technology to the user. Oversee science and technology research throughout the acquisition cycle for the Department of Defense. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide guidance and conduct performance evaluations. Under the guidance of the Deputy for Operations, make recommendations for the staffing, training, and development of personnel to support the DICE Branch, Code 53538. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: plan, acquire, manage and allocate resources to oversee and support a wide range of associated management and planning activities on one or more complex projects throughout the entire life cycle. In addition to your experience demonstrating the four competencies above, your resume must reflect one year of specialized experience equivalent to the next lower grade level GS-14 or pay band NM-04 in the federal service or equivalent experience in the private or public sector that is knowledgeable of the principles and concepts of government contract and procurement methods; knowledgeable of Systems Engineering of C2 systems and major platforms/weapon systems that employ Tactical Data Links and applying engineering concepts to complex systems of systems architectures; knowledgeable of IT systems processes, project management and cyber security.
