You will serve as a IT SPECIALIST (PLCYPLN) in the ENTERPRISE ENGINEERING DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will be providing technical leadership, planning, business development, and coordination for a variety aspects of division projects, personnel and facilities assigned to the Technical Staff.
You will be leading the development of strategic direction for future business growth by monitoring business performance metrics, trends, and roadmaps and opportunities to maintain/grow business in the Division’s technical capabilities.
You will recommend and potentially direct studies and efforts to determine which technologies and management directions will have a major impact on the
Division's Business and Enterprise Information Systems business base.
You will take a lead role, in concert with the Division Head, in the development of proposals and presentations for new business material to create and nurture business opportunities and partnerships.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advance Level within 12 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: plan, manage, advise, administer, perform or conduct Information Technology (IT) management
activities to include developing and maintaining strategic plans;
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: recommend and potentially direct studies and efforts to determine which technologies and management directions will have a major impact on the Division's Business and Enterprise Information Systems business base.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide advice and guidance on a wide range of IT modernization topics. Participate in Department or Center IPTs in a wide range of enterprise software modernization projects.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: provide strategic input for all Technical Capabilities areas, projects and tasks in the division.
In addition to your experience demonstrating the four competencies above, Your resume must have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NO-05 in the federal service or equivalent experience in the private or public sector in providing technical and project management oversight; Demonstrated skill in software development processes and methodologies; and develop and implement business strategies, budgets, and staffing plans; knowledgeable of IT systems processes, project management and cyber security.
