This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.
Duties
Serve as the operator and controls technician for the Utilities Monitoring and Control System (UMCS) to assist in overseeing all modifications and updates to system.
Develop and administer training to keep maintenance staff up to date with the Utilities Monitoring and Control System (UMCS).

Operate and perform basic maintenance on associated Utilities Monitoring and Control System (UMCS) and metering hardware and software.
Responsible for customer interface and the definition of requirements for facility projects requiring the application of background data, the interpretation and use of numerous precedents, and the coordination of several skills and trades.
Serve as a Contracting Officer's Representative with the responsibility for monitoring contract construction operations involving one or more large projects requiring critical and extensive contacts.
Support engineering staff in duties associated with space utilization, energy monitoring and real property maintenance.

Specialized Experience: One year of specialized experience which includes work on projects that involve the Utilities Monitoring and Control System (UMCS) for various energy systems such as ventilation, air conditioning, heating, electrical, natural gas, water, and compressed air; or utilize Metasys System Extended Architecture (MSEA) Local Operating Network (LONWork) communications protocol to program or manage Direct Digital Controls (DDC) of Heating, Ventilation, and Air-Conditioning (HVAC) systems, light controls, pumps, and other building system operation devices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
