Duties

Conduct research, gather and maintain environmental data for mitigation of surface and subsurface impacts; coordinate and participate in inspections. Inspect construction sites for surrounding ecosystem and habitat impacts; and develop, recommend and implement plans to accomplish program surface protection goals. Serve as the principal environmental advisor and evaluator on programmatic, technical and regulatory actions when dealing with issues concerning environmental reclamation, remediation and/or environmental protection. Provide technical advice and assistance to managers, conduct studies and surveys to identify problems, recommend modifications to operations and develop and maintain environmental documentation. Conduct research, gather and maintain environmental data relating to mitigation of surface impacts and restoration of surface disturbance to a productive condition; consider scope of project and relationship to other resources and land uses. Coordinate and consult with local Tribal Councils, State or Federal Agencies, and special interest groups; and meet with operators to discuss mitigation measures.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. For GS-09 Specialized Experience: Have at least one year of specialized experience equivalent to the GS-7 in the Federal Service. Examples of specialized experience include analysis of environmental, natural and/or cultural conditions; assisting in developing specified portions of categorical exclusions or environmental assessments in accordance with the National Environmental Policy Act (NEPA); applying laws, regulations and guidelines pertaining to protecting natural and cultural resources; assisting in drafting, editing, revising, and issuing environmental compliance documents; communicating resource information to groups or individuals in a clear, concise, and professional manner; establishing and maintaining effective working relations with project managers and an interdisciplinary team to meet environmental program goals and objectives. -OR- Education: Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. with a major study in environmental protection or other fields related to the position. I will submit a copy of my transcripts. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. To compute, first, determine your experience as a percentage of the experience required; then determine your graduate education as a percentage of the education required. The total percentage must equal 100% to qualify. Note: Only graduate education in excess of the first year may be used. For GS-11 Specialized Experience: Have at least one year of specialized experience equivalent to the GS-9 in the Federal Service. Examples of specialized experience include planning and providing professional guidance for environmental compliance and program support related to natural, cultural, recreational resources, land use, land protection issues, public enjoyment and education; overseeing and coordinating the NEPA and/or NHPA components of project actions; and/ or experience providing oversight, guidance and direction related to environmental and cultural resources laws, regulations and directives designed to protect nationally significant resources. -OR- Education: have a Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M with a major study in environmental protection or other fields related to the position. I will submit a copy of my transcripts. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. To compute, first, determine your experience as a percentage of the experience required; then determine your graduate education as a percentage of the education required. The total percentage must equal 100% to qualify. Note: Only graduate education in excess of the first two years may be used. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The individual may be required to walk or ride vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching, or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples. Work Environment: The employee may be exposed to discomfort from harsh weather. The incumbent may be subjected to hostile wildlife, chemical and physical hazards.
