THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ IN Facilities, Indiana National Guard under Position Description Number T5432P01. Duties

Serves as a principal advisor to the Construction and Facilities Management Office (CFMO) regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs. Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.

Qualifications

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. GENERAL EXPERIENCE: General experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: At least 36 months experience or knowledge that equip the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience or knowledge ensuring regulatory and procedural compliance with the operations, maintenance, resource management, and other Federal, state, and local regulations. This includes developing internal controls and monitors programs to ensure state priorities and mission objectives are achieved. A thorough knowledge of execution of National Guard Bureau and state programs to ensure statutes are adhered to and goals are met. Knowledge or experience working with funds and goals that are subject to changing demands that require reprogramming throughout the fiscal year. A thorough knowledge of the format and composition of financial documentation to support all budget processes. Knowledge of state and Federal accounting systems in order to appropriately administer Army National Guard Construction and Facilities Management Office's (CFMO) programs. A working knowledge of accounting principles and procedures to effectively execute Federal and State programs. Knowledge or experience in budgeting and program methods and procedures to execute multiple budgets. At least 12 months specialized experience equivalent to the next lower grade.
