Duties
Conducts extensive analysis, review and study of program goals in support of Reduce Legacy Systems (RLS) and priorities in support of DFAS organizations.
Provides leadership to a team and interprets DFAS-wide financial management policy and validation of business rules and requirements for DFAS business processes and automated information systems (AIS).
Defines the costs of services for each DFAS organization and communicates and interprets operational priorities for each organization in order to analyze/create effective business solutions.
Performs functional testing to validate business requirements and ensures appropriate interface with existing and planned Automated Information Systems (AIS).
Conducts analysis and leads working groups for systems designated for retirement to determine business process functionality that can migrate to other target solutions.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required."
Specialized experience is defined as: Experience applying expert knowledge of principles, practices, and regulations relative to financial management activities and systems, including those related to business processes and automated information systems (AIS) standards, in order to provide authoritative policy interpretations and recommendations; identifying problems and weaknesses in order to develop workable solutions; and planning, implementing, managing or improving complex operations related to business processes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
