About the Position: Serves as a Management Analyst with responsibility of conducting conduct analysis of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Recruitment Incentive, Retention Incentive, Relocation Costs and Student Loan Repayment may be authorized.
Salary negotiation up to Step 5 may be available to newly appointed employees.
Duties
Performs analytical work involved with various programs to gathering data, analyze information, drawing conclusions, recommending courses of action.
Oversees Incentives, Awards, and the Performance Evaluations for the organization.
Conducts meetings, briefings s required to implement and publicize the support agreements program.
Manage official manpower and equipment documents.
Assist in resolving time and attendance related issues.
Serves as a Wide Area WorkFlow (Web-based system for electronic invoicing, receipt and acceptance) approving agent.
Serves as the organization's administrator for the Travel system.
Prepares and drafts responses for various correspondence.
Develops, evaluates, and recommends improvements to management policies, practices, organizations, functions, operating procedures, manpower utilization, controls, and structure.
Serves as liaison to assist managers and employees with civilian personnel issues such as recruitment and placement, employee relations, training and development.
Process requests for personnel actions such as reassignments, transfers, fill actions, performance, among others.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
- One year probationary period may be required.

In order to qualify, you must meet the eduction and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes demonstrated experience 1) using computer software to prepare statistical reports based on studies and analysis; AND 2) using automated systems to input and track personnel/manpower actions; AND 3) providing assistance in monitoring timecards and awards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Must attach copy of official transcripts at time of application.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
