This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Reviews, analyzes, edits, and consolidates Defense Working Capital Fund (DWCF) and/or General Fund (GF, i.e., appropriated) budget submission data along with preparing and analyzing data for budget exhibits, as applicable.
Attends briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.
Prepares budgetary reports, PowerPoints, and other deliverables in preparation for budget briefings.
Plans, develops, implements, and maintains budget/financial systems and interfaces for agency or command-wide application.
Develops budget/program processes, procedures, and guidance for the executing financial management plans and programs.
Requirements
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Security Clearance level may be Secret or Top Secret.
- Financial Management (FM) Certification Position.
- The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
- Drug Testing may be required. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

Qualifications
Specialized Experience:
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.
Specialized experience at the GS11 level is defined as experience assisting in providing financial advisory services for a large organization; and experience assisting in formulating and justifying budgets, analyzing budget submissions and financial data, and certifying and executing funds.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.
Specialized experience at the GS12 level is defined as experience assisting in providing financial advisory services for a large organization; experience assisting in formulating and justifying budgets, analyzing budget submissions and financial data, and certifying and executing funds; and experience identifying, analyzing, and resolving a wide range of budgetary problems; and experience utilizing financial systems to research and analyze data pertaining to the budgets.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
Specialized experience at the GS13 level is defined as experience assisting in providing financial advisory services for a large organization; experience assisting in formulating and justifying budgets, analyzing budget submissions and financial data, and certifying and executing funds; and experience identifying, analyzing, and resolving a wide range of budgetary problems; experience utilizing financial systems to research and analyze data pertaining to the budgets; and experience with programming, budget formulation, budget justification and presentation, and budget execution.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level.
There is no substitution of education for specialized experience at the GS-13 grade level.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
