Duties
Performs duties with an emphasis on the costing, scheduling, funding or program analysis for assigned major Army and Department of Defense-wide automated information system acquisition programs.
Oversees the Program Management Director budget as well as its numerous reimbursable elements in support of external customers
Leads the analysts in the Business management Division in budget formulation and execution.
Establishes the organizational structure, establishes long range intermediate and short range plans, allocate resources and provides reporting and evaluation system to determine organization effectiveness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 4 (Advanced) in the Acquisition Career Field Business - Financial Management within 48 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This is a Critical Acquisition Position. This position requires the selectee to remain in Federal service for at least 3 years.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Performing budget and fiscal activities for assigned Acquisition Defense Business System; 2) Utilizing knowledge of program planning and budgeting cycles to serve as the principal advisor on financial management, budget, accounting, program management and execution of the total operating budget; 3) Developing and issuing financial guidance that standardizes auditable processes; AND 4) Analyzing resource management related problems and defining alternative solutions.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
- The Foundation Course (FC) is required for all employees hired after 30 September 2006.
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
