This position is located in the Bureau of Overseas Buildings Operations (OBO), Planning and Real Estate Directorate (PRE), Office Strategic Planning (OSP), Knowledge Management Division (KMD). The incumbent performs work and serves as a Lead Program Analyst, responsible for providing leadership to the Real Property Application (RPA) team, advising and assisting higher level management and other OSP staff on OBO planning actions for OBO's worldwide design and construction program.
Duties
Serves as expert advisor to both staff and management for real property policy and data in support of the bureau’s mission to provide the most effective facilities for United States diplomacy abroad.
As a business lead for modernization of data and processes associated with overseas real property portfolio within an Integrated Workplace Management System (IWMS), improves the quality, consistency, and availability of real property information.
Manages tasks of the team by setting deadlines, tracking progress, communicating results, and coordinating individual efforts to ensure consistency of interpretation, judgement, logic and application of established policies and procedures.
Oversees the development and submission of the Department’s annual Federal Real Property Profile (FRPP) and the Data Quality Improvement Program to the General Services Administration (GSA).
Develops materials and communicates to management and high-level department officials through both written correspondence and oral briefings.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing Integrated Workplace Management System (IWMS) software/platform to manage real property data.
Experience leading or supporting modernization efforts by establishing initiative goals, scope, schedule, cost, and impact.
Experience implementing change management principles to guide an organization through a new or different process and/or technology.
There is no substitute of education for specialized experience for the GS-14 position.
