Duties

You will provide data, information and recommendations concerning workload and funding forecasts. You will analyze and/or prepare a wide variety of operating, progress, and financial reports on a continuing basis. You will be responsible for developing, modifying and evaluating financial reporting systems and financial systems (e.g., system interfaces, system testing, training, deployment, policies, etc). You will perform budget analysis functions, interpret OMB and agency directives and circulars, providing financial information and advice. You will prepare and/or review outgoing funding documents ensuring compliance with: Financial Management Regulations (Economy act orders, project orders, etc).

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized Experience should demonstrate the following: 1) Perform or advise on work in any of the phases or systems of budget administration; 2) Analyze and recommend costs and benefits of alternate methods of financial management; 3) Implement legal and regulatory controls over approved budgets; 4) Provide advice on effective and efficient methods for the acquisition and use of funds. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a Ph.D. or equivalent doctoral degree

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
