You will serve as a Supervisory Financial Management Analyst in the Force Comptroller Department (N01F) of COMMANDER NAVAL AIR PACIFIC.
Duties
You will research and resolve difficult cross fiscal year funding issues related to ship maintenance contract actions and realignment of funds on current contracts.
You will maintain visibility of award fee commitments, make determinations regarding Bona Fide Need requests and ensures alignment with COMPACFLT in the execution and accounting of total funds authorized.
You will orchestrate end of year actions among Finance, Waterfront Operations (WFO), Contracts Department and Surface Ship Type
Commander (TYCOM) to ensure that all funds are identified, visible and available for placement on valid contracts.
You will establish policy and develop systems and related accounting procedures designed to control and account for financial activities at SWRMC.
You will develop proposals concerning alternative methods, sources, and timing of financing for substantive programs.
You will directly supervise two GS-12 supervisors and indirectly supervise 12 or more additional employees.
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
You will provide technical and administrative oversight, advice and instruction.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing financial operations and program expenditures by evaluating financial activities, analyzing accounting policies/procedures, and implementing improvements for budget administration in order to ensure compliance with requirements, guidelines, and authorities (e.g. Financial Improvement and Audit Readiness, Management Internal Control).
