You will serve as a Supervisory Financial Management Analyst in the Budget Division, and Comptroller Department of
FLEET READINESS CENTER SOUTHWEST.
Duties
You will advise financial management staff on the application of funding policy and regulatory requirements.
You will analyze financial and program data to identify trends, problems, and decision points.
You will explain financial laws, regulations, policies, standards, or procedures to managers, personnel, or customers.
You will develop, modify, and gather employee and customer workload requirements to ensure successful employee development and customer satisfaction for current and future requirements.
You will perform administrative and supervisory work tasks in support of agency mission and objectives.
You will manage complex financial system (e.g. Navy ERP) and MS Office applications to extract, analyze, interpret financial and business reports, and prepare financial reports and documentation.
You will accomplish other duties as assigned.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Examples of qualifying specialized experience include: (1) Performing and advising on work in any of the phases or systems of budget administration; (2) Formulating budget and cost estimates to support plans and programs; (3) Evaluating budget requests to identify conflicting and financial/budgetary objectives; (4) Interpreting budgetary policies and practices; (5) Managing complex financial system (e.g. Navy ERP) and MS Office applications to extract, analyze, interpret financial and business reports, and prepare financial reports/documentation; and (6) Coordinating and assigning work for technical or non-technical personnel based on assigned program initiatives and agency needs.
