You will serve as a Financial Management Analyst in the Comptroller Group of Fleet Readiness Center Southwest. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations; implementing legal and regulatory controls over approved budgets. You will perform or advise on work in any of the phases or systems of budget administration. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will develop, maintain, and monitor integrated reporting systems which reflect program performance, communicate analysis of such with management, and recommend corrective action as necessary. You will forecast program requirements, estimate costs and resources, and prepare programmatic charts, graphs, statistical and narrative data, and information for command presentations and briefings.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; 2) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; 3) Implementing legal and regulatory controls over approved budgets; 4) Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
