Serves as the Human Resource Specialist (Classification/Recruitment) in a Defense Commissary Agency (DeCA), Deputy/Chief Operating Officer, Human Resources Directorate (HR), Staffing and Classification Division (HRS) location. The primary purpose of this position: This is a developmental position designed to give the incumbent the necessary training and work experience to develop over time to the full-performance target level of Human Resources Specialist.

Duties

Carries out assignments and projects pre-selected to combine performance of productive work with supervised on the job training in both the judgmental and methodological aspects of the HR work. May be involved in making oral presentations. Assists higher graded specialists within the Division by providing limited staffing and classification support to the assigned organizations. Provides routine management advisory services normally restricted to information regarding application of well-established policies and precedents, and regulatory requirements. Advises on uncomplicated matters pertaining to functional programs within the assigned staffing and classification programs. Identifies, considers, and advises managers, supervisors and employees about relatively common issues or problems. Researches applicable laws, policy, and agency precedent and applies fact-finding techniques to gather clear-cut information and/or evidence specific to the staffing or classification cases This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. Experience: For the GS-9, One (1) year of specialized experience equivalent to the GS-07 (or equivalent) grade level. Examples of specialized experience include: Skill in applying standardized principles and practices of position classification, as well as analytical and evaluative techniques in gathering job information. Independently plans and carries out the assignments in conformance with accepted policies and practices.. Apply basic principles, laws, regulations practices, and techniques of recruitment and placement sufficient to apply standardized legal, regulatory, and policy issuances that govern the staffing function. OR Education: Two full academic years of progressively higher level graduate education or masters or equivalent graduate level or LL.B. or J.D. OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. Experience: For the GS-11, One (1) year of specialized experience equivalent to the GS-09 (or equivalent) grade level. Examples of Specialized Experience: Apply a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive staffing and classification management advisory and technical services on substantive organizational functions and work practices. Skill in applying analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated staffing and classification problems and issues. Gather, assemble and analyze facts; draw conclusions; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for management use. OR Education: 3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree. OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Education

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process.
