About the Position: The employee performs various budget functions for USAG Redstone, involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects. This work
requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting. Serves as Budget Analyst with responsibility for planning, programming, budgeting and executing a segment of the Garrison budgets.
Duties
Responsible for executing a major segment of the organization budget or a total budget for one or more funds (i.e., O and M, DBOF, revolving, investment, FMS, etc.).
Utilize automated financial management systems such as Standard Financial Information System (STANFINS), General Fund Enterprise Business System (GFEBS) to execute and account for annual budgets and expenditures.
Responsible for executing a major segment of the organization budget or a total budget for one or more funds (i.e., O and M, DBOF, revolving, investment, FMS, etc.).
Review and validate obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining accounting records, through continuing dialogue with program officials and their staffs, and by reviewing financial documents.
Advise officials of approved funding programs and funds made available for program and mission accomplishments, and establishment of funded expense ceilings.
Requirements

- Financial Management CERTIFICATION LEVEL 2 required.

Specialized Experience: One year of specialized experience which includes analyzing budget estimates utilizing automated financial systems such as, General Fund Enterprise Business Systems (GFEBS) or Army Standard Financial System (STANFINS) to evaluate budget execution and make recommendations; preparing financial reports to provide the status of receipts, disbursement and administering of funds; and interpreting budget/financial regulations and program operations to resolve shortfalls and tradeoffs and to provide guidance to management and area of responsibilities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
