The incumbent serves as the Charge Analyst that coordinates the business process and software functions at VA Portland Health Care System (VAPORHCS). The incumbent is responsible for ensuring VHA clinical workload is monitored for accuracy in all revenue cycles, and documentation principles for associated charges created for services, are performed in compliance with Federal Guidelines and VHA Policies and Procedures.

Duties

Major duties include but are not limited to; Analyst and Auditor Functions - 50% Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. He/she uses available data to determine current performance and develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of VAPORHCS practices. Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. The incumbent performs a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention. Analyzes and evaluates the effectiveness of revenue cycle program operations in meeting established goals and objectives. Review, analyze and evaluate all areas such as proposed changes in operating procedures which affect program operations. The objective of the Charge Analyst is to assure the accuracy and timeliness of the recognition of patient service workload and revenue in accordance with all applicable laws and regulations. Ensures Compliance with Regulations - 25% Researches third party payer reimbursement and claim submission policies and educates facility staff on reimbursement requirements to ensure clinical documentation supports reimbursement; works with Consolidated Patient Account Center (CPAC) and National Charge Analyst for items related to hospital contracts, coding, bundling and unbundling requirements. Reviews all newsletters and publications from insurance carriers, both via mail and website, and abstracts vital information relative to established billing protocol and/or changes for distribution to clinical and administrative staff, compliance, and field locations. Attends variety of meetings, conferences, and seminars as required or directed. Ensures the Charge Description Master (CDM) structure supports effective entry of all chargeable services/items. Retains a thorough understanding of the hospital charge entry process and interfaces. Develops and Maintains Training Program - 25% Supports the development of training programs and supporting materials relative to facility billing and coding guidelines and protocols to ensure that specific areas of need are addressed and that all materials comply with applicable rules and regulations. Educates end users about data elements in the data downloads to ensure that requests are understood, and results are achieved. Maintains personal professional growth and development through seminars, workshops and professional affiliations. Writes effective training documents, reports, newsletters and interdepartmental correspondence. Work Schedule: Monday - Friday, 7:30a.m. to 4:00p.m. Telework: This is not a telework position. Qualifications

To qualify for this position, applicants must must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, schedules, and develops projects that improve process the effectiveness and efficiency; creates new data reports and decision-making tools; adapts analytical techniques and evaluation criteria to determine operational effectiveness; creates databases and analytical tools for special projects; applies analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing and developing studies or projects, makes recommendations and presents on operating programs; experience evaluating and making recommendations regarding health care delivery systems. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate level education beyond 18 semester hours (or 1 year) in graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Program Analyst position to meet the total experience requirements for this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. (See Education for Combination Example). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee. Education

GS-09 Combination Example: To determine if you met the combination requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify.
  • For Example: The position to be filled is a Program Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since they do not have any graduate study beyond the first year. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
