The primary purpose of this position is to serve as a systems administrator to monitor the LAN/WAN, including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, testing, operational integrity, and/or management of networked systems for the transmission of information in various formats.
Duties
DUTY 1: Administers the base Local Area Network (LAN). Implements new network operating systems hardware/software and develops base wide network operating procedures.
DUTY 2: Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings.
DUTY 3: Plans for current and future technology integration and works issues for compatibility and standardization based on current and projected customer needs.
DUTY 4: Ensures the rigorous application of information security and assurance policies in the delivery of network services.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01- M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes engineering, integration, testing and prototyping, network design, installation services, operations, and maintenance support for installation-wide voice, data, and video requirements. This includes technical, consultation, direction and management responsibility for the Local Area Network/Wide Area Network (LAN/WAN), Voice, Video, Data Management, Network Integration, Network Encryption, Network Architecture, and Cable Systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: ???????Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
Knowledge of the network architecture, topology, protocols, and security requirements typically found at the base level.
Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs.
Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
