You will serve as a HEALTH SYSTEM SPECIALIST in the Navy Medicine East, Health Operations Directorate of NAVMEDFORLANT PORTSMOUTH VA.

Duties
You will serve in an advisory and oversight role at the Echelon III level responsibility for programmatic management of 18 Navy medical commands within the Naval Medical Forces Atlantic (NMFL) Area of Responsibility.
You will provide expertise for issues related to Physical Evaluation Board Liaison Officer (PEBLO) functions.
You will assist the Regional Program Manager for Health Insurance Portability and Accountability Act (HIPAA) in monitoring, tracking, and overseeing all ongoing activities and Naval Medical Forces Atlantic (NMFL) policies.
You will track, monitor, and record submissions of STR reports from subordinate commands and provide analyses of process compliance and deficiencies.
You will generate correspondences, reports, and documents in support of routine office administrative requirements.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience resolving common user issues associated with Limited Duty (LIMDU) Sailor and Marine Readiness Tracker (SMART) and providing guidance on the application and various reporting and track functions within LIMDU SMART.
Experience writing desk guides and standard operating procedures.
Experience planning, studying, advising, analyzing, and evaluating on HIPAA/Privacy programmatic compliance and medical reporting requirements.
Experience serving as the Region point of contact for Health Readiness Common Unfitting List Evaluation System (HERCULES) implementation.
Experience tracking, monitoring, and recording submissions of Service Treatment Records (STR) reports from subordinate commands and provide analysis of process compliance and deficiencies.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience ensuring Naval Medical Training and Readiness Commands (NMRTC) medical treatment facilities (MTFs) receive training and guidance regarding separation processing with specific consideration to Disability Evaluation System (DES), transgender, pregnancy and/or other sensitive issues;
Experience identifying and documenting programmatic lessons learned from medical boards, medical readiness and medical retention related assist visits;
Experience assisting senior leadership monitor track, and oversee activities related to privacy, access and disclosure of patient health information, and Health Insurance Portability and Accountability Act (HIPAA) practices;
Experience generating correspondence, generating agendas, scheduling minutes, and documenting minutes in support of routine office administrative requirements; and
Experience tracking, monitoring, and recording submissions of Service Treatment Records (STR) reports from subordinate commands and provide analysis of process compliance and deficiencies.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.
FOR
GS-09:
SUCCESSFUL completion of a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
