You will serve as a Program Analyst in the Headquarters: U.S. Marine Corps of HQ US MARINE CORPS.
Duties
You will serve as the Designated Disclosure Authority for DC, PPO, the USMC subject matter expert regarding Foreign Disclosure/Technology Transfer matters and work closely with senior foreign disclosure officials.
You will provide expert guidance to senior leadership and to MARFORs, MARCORSYSCOM, and supporting establishment commands to ensure compliance with nation, DoD and DoN foreign disclosure laws and directives.
You will develop and implement coordinated Marine Corps FD and TT policy and procedures, based on legal requirements, higher headquarters directives and critical analysis.
You will identify critical issues impacting current policy and procedures, makes effective recommendations and develops appropriate alternatives.
You will continually analyze the training needs of MARFOR, MEF and supporting establishing command FD representatives and, in coordination with TECOM, and implement and oversee a training program that develops and maintains proficiency in directives.
You will adjudicate requests to disclose classified and controlled unclassified documents, briefings, and other information and adjudicate requests for foreign nations to visit USMC bases and defense contractor facilities in FVS.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position requires the ability to obtain and maintain a TOP SECRET security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and analyzing policies, leading trainings, and managing the efficiency and operation of various programs and systems (examples include: Foreign Disclosure/Technology Transfer, Foreign Visit System, security cooperation and security assistance programs) AND resolving critical problems.

Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
