About the Position: Position is with the US Army MSCoE Command Element at Ft. Leonard Wood, MO Located in the beautiful South-Central Missouri Ozarks. It covers more than 61,000 acres and is located in Pulaski County, MO. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Ft. Leonard Wood, MO. TERM NTE 13 Months

Duties

Serves as the Chief Knowledge Officer (CKO) of the Maneuver Support Center of Excellence (MSCoE) Knowledge Management Office and reports to the MSCoE Chief of Staff. The CKO plans, develops, and implements Knowledge Management policies and procedures throughout the MSCoE Headquarters and its subordinate elements, supporting over 14,000 military, civilian, and contractor personnel worldwide. Knowledge Management (KM) provides the framework for capturing, harnessing, and exploiting intellectual capital, thus improving upon individual and organizational performance. The CKO achieves this by continually assessing MSCoE business processes, strategic goals, identifying knowledge gaps, developing knowledge strategies, and integrating Army/DOD KM best practices using various KM techniques and technology. The CKOs management role encompasses the entire spectrum of explicit and tacit knowledge types, using a combination of both codification and personalization KM strategies, Requires substantial understanding of how KM concepts are used to enhance the Army’s officer accessions mission. The CKO provides guidance to MSCoE to integrate planning, development and implementation of practices, techniques, and technologies, in support of MSCoE-wide operations. Develops and implements policy and program guidance governing the implementation and execution of KM initiatives in MSCoE, in concert with other DOD, Army and Training and Doctrine Command (TRADOC) KM initiatives. Policies and guidance pertain to all aspects of KM, including knowledge creation, capture, sharing (collaboration), use, and transfer. Determine between the types of knowledge, how it will be structured, shared, controlled, and made easily accessible for institutional and operational members of MSCoE. Develops guidance and policy on KM practices and content management within MSCoE Advises senior leadership, develops KM strategies, establishes requisite practices, identifies necessary resources, and monitors project progress to ensure that goals and objectives are satisfied. Provides senior level KM presentations and demonstrations at MSCoE conferences and meetings Serves as the KM transformation/change agent for MSCoE; leads the MSCOE Knowledge Management Steering Committee; identifies Government and commercial KM best practices. Establishes methodologies to incorporate best practices within MSCoE; coaches and champions the use of virtual teams, mentorship, Communities of Practice (CoPs), subject matter experts, and other KM techniques and technologies. Identifies and assists in establishing roles and responsibilities for supporting a Knowledge Management environment; builds incentive structures to enhance KM implementation. Participates in all MSCoE battle rhythm meetings to include Command Update Briefings, Director Synchronization Briefings, as well as conferences, work groups, operational planning teams, and other selected meetings. Assists MSCoE senior leadership in achieving organizational goals and missions; fosters cultural change; provides recommendations/options to institutionalize KM. Educates leadership and employees about KM and its benefits; serves as communicator and champion for KM to the command; and represents MSCoE leadership at internal/external KM meetings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret clearance.
  • Temporary duty travel may be required up to 10% of the duty time.
  • The employee may be required to work overtime (scheduled and unscheduled) and to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
