About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial.
This is a TERM position NTE 3 years.
Duties
Analyze Future Years Defense Program (FYDP) financial resources necessary to achieve USSOUTHCOM’s mission, vision and strategic goals.
Develop program policy and procedures for use throughout the Command for Active Component (AC) and Reserve Component (RC) forces.
Supervise preparation of the HQ, USSOUTHCOM Army Program Objective Memorandum (POM) to include economic, and cost analyses.
Audit HQ command program year's resource requirements through the Army POM, BES, OSD Budget, and President's Budget.
Plan work and program the activities of staff employees.
Serve as Chief Programming Branch , responsible for Army resource programming, analysis, and evaluation within the Resource and Analysis Directorate (J8) HQ, US Southern Command (USSOUTHCOM)

- This is a drug testing position; this position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires travel away from the duty station up to 25% of the time.
- This position requires incumbent to obtain and maintain a Top Secret security clearance.
- This position requires the incumbent to obtain and maintain a Financial Management Level 3 Certification.
- This position is an obligated position to which former incumbent has statutory reemployment rights under 10 USC 1586.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes experience coordinating command resource requirements through the services' Program Objective Memorandum (POM), Budget Estimate Submissions (BES) and the President's budget, tracking programs throughout Congressional budget cycle and revising budget data to reflect legislative changes. Experience assembling and/or preparing background budgetary data, and documents narrative justification for congressional testimony. Experience reviewing, analyzing and making recommendations on command programming actions, to include cost effectiveness, service supportability, and revising ongoing programs. Experience in budget execution of funding for each Program Objective Memorandum program, coordinating with Portfolio managers and component comptrollers, consolidating, standardizing, and analyzing various types of program, funding, and manpower data relative to requirements and Office of the Secretary of Defense funding documents throughout the Planning, Programming, Budgeting and Execution system (PPBES). Experience reviewing requirements and programs to ensure command resourcing needs are clearly defined and to identify potential problems; and that project and program objectives are defined and realistically stated. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
