About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as a focal point/liaison between NETCOM, MSCs and ARCYBER HQ for all funding.
Identify imbalances among program areas and monitor the execution of all funding to assure that funds are properly allocated and are being spent in a timely and effective manner.
Interpret regulations and directives promulgated by higher authority covering a variety of resource management disciplines and use this information to establish, prepare, and disseminate policy and guidance to customers.
Review, analyze, and interpret various financial documents and reports, recommending solutions to difficult and complex problems.
Provide routine MSC-level guidance in the areas of programming and budgeting, civilian manpower management, management programs, and cost analysis.
Utilize the various systems to manage all current year and prior years in all areas of Resource Management to include Research, Development, Test Evaluation (RDTE), etc.
Perform analysis of financial data on a regular basis and as requested by the Command Group, directorate managers and higher headquarters.
Advise management of problems, trends, unfavorable ratios and deviations from normal situations which are disclosed by the analysis of resource management information; make recommendations to management for corrective action.

- Must be able to obtain and maintain a Secret Security clearance. The IT classification for this position is IT III. This position is designated as Tier 3 sensitive.

Specialized Experience: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by interpreting financial management principles, concepts, and methods to accomplish routine work assignments; utilizing financial, asset, and accounting management systems, its operations, capabilities, and products; utilizing sources, types, and methods of funding for assigned budgets; and assisting in the identification of imbalances among program areas and monitoring the execution of all funding to assure that funds are properly allocated.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, finance, Business Management, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by creating, analyzing, and interpreting various financial documents and reports, recommending solutions to difficult and complex problems surrounding programming; resolving problems for which no clear precedent exists and independently developing methodologies to address such problems; coordinating with organizations to collect, review, and analyze out-year IT requirements, understanding mission impacts, and funding implications; preparing both recurring and nonrecurring resource management and requirement reports for both higher headquarters and local management; and tracking funding changes (pay and non-pay) through use of advanced Microsoft Excel skills.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
