Duties

You will provide support to the Security Program, Security Surveillance Program, and the Information/Industrial Security Program. You will assist in the development of policies and procedures to ensure adherence to SECNAVINST 5510.36B, DoN Information Security Program, 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM). You will assist the Program Manager in the development of program workflow processes, work instructions, standard operating procedures and maintenance of metrics, documentation. You may review locally available records and subject-provided information to determine no adverse information exists. You may review for technical accuracy, military and civilian security processing documents. You may interview employees to get additional information and to assist them if there are problems associated with completing investigative forms. You may coordinate actions with the Personnel Security Program Manager when suitability issues are involved. You may assist with all aspects of the new hire process for prospective NUWCDIVNPT employees as well as the out-processing. You will conduct security site surveys and assist visits to ensure Command compliance with the provisions of all applicable security regulations. You may provide guidance and processing of Department of Defense Contract Security Classification Specification DD Form 254s as a Security Contracting Officer.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Security Professional Educational Development (SPeD) designated position. You must complete the (SFPC - Security Fundamentals Professional Certification) within 24 months of entry into the position.

Qualifications

To qualify for the NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05/07 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying practical knowledge of commonly applied principles, concepts, and methodologies of security administration to assist in the physical protection of personnel, facilities, or equipment. To qualify for the NT-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 (GS-04 equivalency) in the federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Additional qualification information can be found from the following Office of Personnel Management website: Security Administration Series 0080 (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Substitution of Education for the NT-03:
Have successfully completed a master's or equivalent graduate degree.
Or
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
Or
Have obtained an LL.B. or J.D. that is related to the position being filled.
Or
Have a combination of experience and graduate education as described above that equates to one year of experience.

Substitution of Education for the NT-02:
Have successfully completed a four year course of study leading to a bachelor's degree.
Or
Have a combination of experience and education as described above that equates to one year of experience.
