This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve concurrently as the Head of the Special Programs Branch (Code 1053) and Senior Intelligence Officer (SIO) within the Corporate Operations Department, Security Division of the Naval Undersea Warfare Center Division Newport.

Duties

You will oversee the daily operation of all security programs and subprograms within the Special Programs Branch,. You will satisfy command intelligence and special security support requirements through effective program administration, resource management, and workforce supervision. You will supervise the development, day-to-day implementation, and oversee development of policies and procedures that protect National Security information. You will be responsible for the command's Sensitive Compartmented Information (SCI) security program. You will plan and assign work to subordinates based on priorities, the requirements of the assignments, and the capabilities of employees.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of security management principles to analyze and resolve difficult and complex security problems. Examples of qualifying experience may include (1) expert knowledge of Navy and DoD special security governing instructions, policies, practices and procedures; (e.g. 5220-22-M Supplement 1); (2) ability to manage and oversee all aspects of a compliant Special Security Program; (3) ability to research and interpret applicable directives to develop, implement, and maintain compliant and effective local Special Security policies and procedures.
