About the Position: Serves as the Chief of Operations for the Army Community Services (ACS) Division responsible providing operational and executing service owner responsibilities.
Duties
Determine work plans and schedules to implement the goals and objectives of the organizational element supervised.
Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.
Identify and integrate internal and external program issues affecting the immediate organization, such as those involving technical and administrative factors.
Apply analytical and evaluative methods in order to select and apply appropriate techniques in the collection and assessment of related data in order to assess impact and draw conclusions and present recommendations.
Analyze and interpret complex data for technical and non-technical audiences.
Requirements

- This position requires a Secret Security Clearance.
- This position requires Temporary Duty (TDY) business travel up to 10% of the time.
- This position requires to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes providing operational and executing service owner responsibilities in the areas of manpower, force structure, staffing, manning, Program Budget Objective Memorandum (POM), funding distribution and execution, narrative funding guidance, ACS garrison certification, enterprise Defense Travel System, Government Purchase Card, Army-wide Army Family Web portal, Division's Civilian Personnel Management actions, and Internal Management Controls. Prepares required briefings, presentations; conducts detailed research, analysis and review in preparing staff actions and coordinating actions. Studies operations, administrative decisions and questions emanating from the field to determine the need for new approaches, new program emphasis, and new or improved guidance and recommends appropriate corrective actions. Formulates guidelines, procedures, and processes for coordinated staff actions. Analyzes operations, procedures and organization of team and makes recommendations on proposed changes to ensure all operations support data is current and coordinated with IMCOM directorates and garrisons. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
