Duties

Director, Operations & Readiness, G3 is responsible for planning, directing, integrating and coordinating the execution of all functions, operations and activities involved in the accomplishment of the assigned missions of the U.S. Army Materiel Command. These mission areas include the following: Plans and Operations, Joint and Army Exercises, Training, Security, Force Protection, Law Enforcement Strategic Readiness Systems, Army Prepositioned Stocks (War Reserves), Army Materiel and Equipping Readiness Reporting, Strategic Support Area Preparation and Army Power Projection/Installation Readiness. Plans and integrates Army's sustainment and mobilization processes in peace or war. Synchronizes collective efforts to review and interpret DoD, HODA and AMC plans and doctrine. Formulates and disseminates guidance and provides executive and managerial direction, coordination, review, and analysis in all mission orders. Provides integrated and responsive command and control 24/7 across the full spectrum of Army operations to include Homeland Defense, Contingency Operations, Army Installation Readiness, Munitions Readiness and Force Protection/Law Enforcement. Responsibilities include: conducts and participates in Joint Chiefs of Staff/ HQDA Exercises; develops programs and procedures to integrate AMC's sustainment capabilities in support of Combatant Commands and Army Service Component Commands' operational plans; serves as AMC's focal point for mobilization and operations planning; operates AMC's 24/7 Operations Center; and serves as HQDA's executive agent for the Army Prepositioned Stocks/ War Reserve program. Responsible for a $50M budget. Oversees a workforce of 179 Department of Army personnel (Civilians, Military and Contractors) and directly supervises up to eight (8) Colonels and GS -15 managers.

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ1: I possess the demonstrated ability to provide command-wide command and control, oversight, and leadership of sustainment operations.
