About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Serve as the external reporting program manager of the Office of Institutional Research (OIR). Serve as advisor for all data reporting activities including the Integrated Postsecondary Education Data System (IPEDS), National Collegiate Athletic Association (NCAA), Patriot League, Common Data Set, etc. Develop and sustain working relationships with counterparts from Offices of Institutional Research at other military academies and civilian colleges and universities. Assist with developing and managing the United States Military Academy (USMA)'s internal research and data governance program. Provide business intelligence decision support to key leaders across USMA enterprise. Assist the Director, OIR, with the management of property, travel, and budget operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Statistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Level Specialized Experience: One year of specialized experience which includes: 1) Assessing performance indicators using qualitative and/or quantitative analytical evaluative methods; 2) Creating data visualization products to convey complex information; 3) Designing reports to analyze metrics such as graduation rate, retention rate, admissions trends and/or performance metrics; and 4) Assisting with managing a research and data program by developing policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). There is no substitution for education at the GS-12 level. Applicants must meet the experience requirements listed above.
