About the Position: This position serves as a Mission Command Analyst for Army Capability Command in Army Futures and Concepts Center located at Fort Leavenworth, KS.
DEVELOPMENTAL: This position may be filled at the GS-09, GS-11 or GS-12 grade level. The full performance level for this position is GS-12.
Duties
As a Mission Command Analyst, plans, develops, and organizes complex capabilities developments projects related to mission command.
Conducts analytical work in support of Army command and control capabilities.
Conducts extensive coordination with various agencies regarding equipment performance characteristics, milestone schedules, funding, distribution, and user-feedback issues.
Evaluates concepts/capabilities system requirements to provide recommendations on the needs of operational feasibility, force structure, budget priorities, resource/operational constraints.
Works with command and control information systems (C2IS), software, data-exchange, tactical communications transport, command post hardware and configurations, formation types and missions, force management, and concepts and doctrine.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Requires Temporary Duty (TDY) travel up to 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

QUALIFICATIONS FOR GS-09:
Specialized Experience: One year of specialized experience which includes assisting with studies and/or projects to determine mission requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration & Management, Organizational Leadership, Economics, Accounting, or other related field. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
QUALIFICATIONS FOR GS-11:
Specialized Experience: One year of specialized experience which includes 1) participating in capability development studies and/or projects and 2) reviewing reports and documents pertaining to capability development requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration & Management, Organizational Leadership, Economics, Accounting, or other related field. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. QUALIFICATIONS FOR GS-12:
Specialized Experience: One year of specialized experience which includes 1) analyzing requirements for capabilities development projects related to mission command in accordance with systems such as the Joint Capabilities Integration Development Systems (JCIDS) and/or the Army Capabilities Development Systems (ACDS), 2) organizing capabilities development projects related to command and control and mission command, and 3) preparing written documents for validation of mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at this level.

Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
