This position is located in the Business Office of the VA Nebraska-Western Iowa healthcare System (VA NWIHCS). The Administrative Officer of the Day (AOD) represents the Medical Center Director in all administrative matter occurring when assigned to other than a normal tour of duty.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The Medical Administration Specialist (AOD) is located within the Business Office positioned in the Emergency Department (ED). As an AOD you will perform duties and assignments that include (but are not limited to):
Interprets and applies VA rules and regulations relating to determining legal eligibility to benefits relating to hospital admission; nursing home; domiciliary; fee basis; outpatient care; dental treatment; prosthetic applicants; patient transfer; and beneficiary travel.
Represents management in matters pertaining to the lawful provision of health care of Veterans in the VA Medical Center; maintains continuity of functions, is responsible for achieving management objectives and supporting the decisions of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources.
Must be able to work independently with multiple tasks at the same time. Ability to build strong working relationships across the health care system and perform a full range of duties to assist clinical and administrative staff.
AOD must use judgment in selecting and interpreting the appropriate guidelines, reference, or procedure for direct application to a variety of situations or in making deviations to accommodate immediate situations.
Provides 24-hour coverage, seven days a week, including days, nights, weekends, and holidays. Employee may work alone during off tours.
Employees are prepared to stay and work the next shift due to last minute call-ins for illness and emergencies.
The AOD is responsible for the registration, administrative processes, and entitlements for Veterans and beneficiaries applying for medical services in the ED.
Provides compassionate and sympathetic explanation of death and burial benefits to family and next of kin.
Ability to interact effectively with a variety of individuals from diverse social and economic backgrounds with tact and diplomacy.
Ability to present self in a professional manner and to create a positive impression as management's representative.
Ability to analyze complex problems or situations with a range of variables.
The AOD resolves most conflicts arising during the assigned tour of duty, coordinates work with others as necessary, and does so with minimal supervision.
Performs other related duties as assigned.
Work Schedule: work schedule varies throughout the week and various times of the day to include overnights, weekends, and holidays, (work hours may be further discussed during interview process).

Qualifications

To qualify at the GS-7 level, you must meet one of the following:
Specialized Experience: Possess one year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes working within a team and/or independently to resolve administrative matters; ability to research, locate, and interpret public laws, rules, regulations, policies, and procedures to make sound decisions using good judgment; experience identifying and analyzing complex problems or situations; experience utilizing a variety of software packages to complete assigned projects, and complete narrative and statistical reports in a thorough, accurate, and timely manner.

Education Substitution: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must possess 1 full year of progressively higher-level graduate education leading to a Master's degree. OR
Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education. Education cannot be credited without documentation.
OR
Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Physical Requirements: The work requires sitting and walking and occasionally the requirements to lift such objects as suitcases, clothing, or medical charts as well as the emotional stability to handle stressful situations.
